The regular meeting of Council of the Municipality of Bayham was held at 7:00 p.m. on
Thursday, August 16, 2001 in Council Chambers. Present were Deputy Mayor Lynn Acre,
Councillors David Mason, Mathew Schafer and Cliff Evanitski, Administrator Kyle Kruger,
Clerk Lynda Millard and Co-ordinator of Planning Michael Graves. Mayor Max Stewart was
absent.
1. CALL TO ORDER
Deputy Mayor Acre called the meeting to order at 7:00 p.m.
2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL
NATURE THEREOF
Councillor Schafer disclosed pecuniary interest in regard to item 6.1 (b) as he is related to
the applicant.

Councillor Evanitski requested to address Council in regard to items of concern under Roads,
Agriculture&Drainage.
Deputy Mayor Acre requested the addition of correspondence from the Township of West Grey
and discussion of questions regarding streetlights and sewer connections.

"THAT Staff Report F2001-19 regarding County Road Maintenance Payments be
received; and
1. That the County of Elgin be advised that the Municipality of Bayham agrees in
principle with the allocation of its road maintenance payment based on road
volumes.
2. That the County also be advised that the Municipality of Bayham also can
support the process to "red-circle" allocations provided the annual inflation
increase is based on the standing 2001 allocation amounts, and the subsidy rates
by road class are adjusted accordingly.
That the County be requested to specify of the proposed process for review and
maintenance of its traffic count data."

from the County of Elgin to use Wellington Street for the Armistice Day Parade
November 10th,2001."

(c) Councillor Evanitski questioned the lack of action by the Railway Company in regard to
repairs at crossings on Culloden Road at Corinth and on Springer Hill Road north of
Talbot Line.
Staff are to look into the maintenance schedule and take action as deemed appropriate to
provide repairs.
(d) Deputy Mayor Acre questioned the removal of a streetlight across from Sandytown
Variety, noting complaints of darkness at the Community Health Building. The
Administrator is to look into replacement of same.

parsonage and questioned whether two sewer connections had been installed.

Museum of Vienna Reserve Fund and the proceeds from the sale of the vacant
museum lot;
AND THAT By-law 2001-72, being a by-law to authorize the execution of
