HomeMy WebLinkAboutJune 21, 2001 - Public MUNICIPALITY OF BAYHAM PUBLIC MEETING CONCERNING COMPREHENSIVE OFFICIAL PLAN Thursday, June 21, 2001 6:00 p.m. A Special Public Meeting of Council of the Municipality of Bayham was held at 6:00 p.m. on Thursday, June 21, 2000 in Council Chambers. Present were Mayor Max Stewart,Deputy Mayor Lynn Acre, Councillors David Mason, Mathew Schafer and Cliff Evanitski,Administrator Kyle Kruger, Clerk Lynda Millard,Planning Co-ordinator Michael Graves, Cumming Cockburn Limited Planning Consultant Gary Blazak. Members of the public present were Amanda Babcock,Elizabeth Keszler, Tony Csinos. John Nezezon,Lloyd and Myrna Cowan. 1. Call to Order Mayor Stewart called the meeting to order at 6:05 p.m. 2. Opening Remarks Mayor Stewart welcomed those present and requested those in attendance to sign the attendance sheet provided. 3. Introductions Mayor Stewart introduced the Municipal Planning Consultant Gary Blazak, Cumming Cockburn Limited. 4. Presentation by Gary Blazak, Planning Consultant, Cumming Cockburn Limited Mr. Blazak noted the following major policy changes which have been incorporated as a result of public and staff comments consultation with since the previous public meeting held August 23rd 2000. 1) Removal of suburban designations: Brown Road (remain in Agriculture) - Ridge Line (site specific Rural Residential/Institutional) - Vienna(inclusion of Light Line within Village, deletion of lands south of Water St. and southwest corner). 2) Removal of Rural Residential designation—existing parcels identified in background reports. 3) Prepared"Advanced Growth Study"with specific instructions to reduce the number of long term lots and associated areas to more accurately reflect the potential for growth in the Municipality, and to redirect growth to the three serviced villages (Vienna, Straffordville, and Port Burwell) - Minor reductions in area have been made to Corinth(north, southwest), Vienna(south)and Port Burwell(east); - The proposed hamlet of North Hall has been reduced in area to include only the existing built-up areas along Eden Line between Culloden Road and Talbot Line; - Future development areas were also slightly altered in Straffordville, based on interpretations of concept plans associated with OPA 100 from 1995. Presentation by Gary Blazak, Planning Consultant, Cumming Cockburn Limited (continued) 4) Detailed Background Study included: growth study; population and household projections; demographic information; soils mapping;PPS definitions; OP work schedule. 5) Industrial classification to recognize existing rural industrial uses(Lot 4-Eden Line, Lot 15-Glen Erie Line) and a proposed industrial park in Part Lot 20, Concession 11. 6) The former landfill site in Part Lot 16, Concession 5, and the sewage treatment plant in Port Burwell are labelled on Schedule"A" and Schedule`1J" respectively. 7) Identification of natural heritage features from resources provided by the Ministry of Natural Resources (ie. ANSI's, Wetlands, Woodlots). 8) Hazard Lands policies were expanded to reflect different types of hazards associated w/Lake Erie Shoreline, River systems. 9) Oil, Gas, and Salt Resources policies have been added based on information provided in the MNR Training Manual for such resources. Recognition of existing oil and gas resources, and known former well sites within the Municipality are now identified on Schedule"A" and background study maps. 10)Nutrient Management Plans will only be mandatory for new or expanded livestock operations with more than 150 animal units. (The previous draft of the Official Plan prescribed a need for a nutrient management plan for intensive livestock operations with 100 animal units.) 11)Elliot Road —Addition of an Agricultural Special Policy Area recognizing the potential for functional residential infilling 12)Port Burwell Marina—recognizing proposed marina, simplifying uses and policies relating to development(must satisfy Municipality of Bayham, Province and Long Point Region Conservation Authority) 5. Public Questions and Comments Persons wishing to ask a question are requested to state their name and address. Q. Tony Csinos questioned the properties abutting the Town of Tillsonburg being designated as Industrial although there are no services and whether there is or would be an Agreement made with the Town in this regard. A. Mr. Blazak noted that service is not a prerequisite and the previous Official Plan included land use compatibility due to proximity to Highway #3 and the Railroad line. Q. T. Csinos added that there is currently an Industrial area to the west which includes Tiltran and Chesterman Power Products Ltd. A. Planning Co-ordinator Michael Graves advised that these facilities are light/general industrial complementing Tillsonburg warehousing. Q. Lloyd Cowan property owner on Ridge Line noted the provision for the creation of one new estate lot only and that he would like to pursue a severance which would create two new such lots. A. Mr. Blazak advised that he should submit his request to Council in writing. PUBLIC MEETING MINUTES 119 JUNE 21,2000 Consolidated Official Plan 6. Summary Mr. Blazak requested a date be set as the final date for comments or requested changes in designation. Council confirmed June 28, 2001 as the final date for any such requests. 7.
