A Special meeting of Council of the Municipality of Bayham was held at 5:00 p.m. on Monday,
April 9, 2001 in the Committee Room. Present were Mayor Max Stewart,Deputy Mayor Lynn
Acre, Councillors David Mason and Mathew Schafer, Administrator Kyle Kruger and Clerk
Lynda Millard and Treasurer Richard Faber. Councillor Cliff Evanitski was absent.
1. CALL TO ORDER
Mayor Max Stewart called the meeting to order at 5:15 p.m.
2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL
NATURE THEREOF
None
3. 2001 DRAFT BUDGET
The Administrator outlined to Council budget adjustments which would provide a
minimal change of$2,691 to the overall operating and capital budgets for 2001.
As well he noted that the County levy increase is expected to be approximately 31/2 %,the
Education levy to be a decrease of 8.9%, and that a 5% increase in the municipal portion,
would result in an overall decrease of approximately 0.4%.
It was noted that there is no provision for dredging in the budget. The substitution of the
Woodworth Road Culvert by Pitt Street hard surfacing was discussed. It was noted that
Woodworth is closed in the winter and that safety is not a factor.
There was also discussion of possible surplus properties that may be sold to raise
additional funds.

"THAT the Preliminary Budget be approved subject to the following amendments:
• addition of Pitt Street reconstruction, Erieus to Strachan hard surface in the
amount of$10,000;
• deferral of the Woodworth Road culvert—$10,000 reduction;
• deletion of$500 from Port Burwell Marine Museum equipment
maintenance;
• fire department training reduction- $1,680;
• Community Centres revised as submitted April 96'to increase Bayham
(Straffordville) by$720 and Vienna by $971;
• Port Burwell Museum increase in staffing costs by$1,000;
• addition of a Community Centres buffer$1,500 capital
• deferral of Edison Museum renovation capital reduction $2,000;
• additional transfer from prior year's surplus of$7,550."

"THAT confirming By-law 2001-32 be read a first, second and third time and
finally passed."
