Box 160,9344 Plank Road STRAFFORDVILLE, ONTARIO Thursday,April 5, 2001 9:00 a.m. Public Meeting(10:00 a.m.) The regular meeting of Council of the Municipality of Bayham was held at 9:00 a.m. on Thursday, April 5, 2001 in Council Chambers. Present were Mayor Max Stewart, Deputy Mayor Lynn Acre, Councillors David Mason, Mathew Schafer and Cliff Evanitski, Administrator Kyle Kruger, Clerk Lynda Millard and Planning Co-ordinator Michael Graves. Councillor Evanitski left at approximately 11:00 a.m. 1. CALL TO ORDER Mayor Stewart called the meeting to order at 9:00 a.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF There was no disclosure of pecuniary interest and the general nature thereof 3. APPROVAL OF MINUTES Minutes of the Special Budget Meeting held March 20, 2001 Minutes of the Regular Meeting held March 22, 2001 2001-152 Moved by D. Mason Seconded by C. Application: (a) Official Plan Amendment and Zone Change application submitted by Brian Hoover for property described as Part Lot 15, Concession 10, on the west side of Elliott Road, south of Green Line to rezone a 6.12 hectares (15.13 acres) parcel from the Agriculture (Al) Zone to the Estate Residential(ER)Zone and from the Agriculture Designation to the Estate Residential (R[E]) designation in the Official Plan to allow the creation of three rural residential lots. Staff Presentation Staff Report D2001- 20 regarding the application was presented by the Planning Co- ordinator. 4. Public Comments Mr. & Mrs. Redvers Conod owners of"Whispering Hill Kennels" on the abutting property were present and noted that any potential new owners of the subject property should be made aware that at times there may be loud noise experienced from the Great Dane breed of dogs housed at the kennel. 5. Mason "THAT the Council of the Municipality of Bayham approve the rezoning application submitted by Brian Hoover for a parcel of land comprising 6.12 hectares (15.13 acres) situated on the west side of Elliott Road, south of Green Line, being Part of Lot 15,Concession 10 in the Municipality of Bayham; AND THAT By-law No. Z 428-2001, being a By-law to amend the Township of Bayham Zoning By-law No. 2387 from the Agricultural(Al)Zone to the Estate Residential (ER)Zone be presented to Council for first and second reading." Acre "THAT the Municipality of Bayham By-law No. 2001-38, being a By-law to adopt Amendment No. 108 to the Township of Bayham Official Plan having reference to properties situated on the west side of Elliott Road, south of Green Line in Part Lot 15, Concession 10, in the Municipality of Bayham from Agriculture Designation to Estate Residential(R[E])Designation be presented to Council for enactment; AND THAT Staff be directed to undertake the necessary circulation and submit the required documentation to the Ministry of Municipal Affairs and Housing for consideration, all in accordance with the provisions of the Planning Act." Evanitski "THAT the Council of the Municipality of Bayham approves the request for Special Permission to use the Vienna Community Centre and Edison Field by the Vienna Minor Baseball Association for a Slo-Pitch Tournament to be held June 8, 9 and 10, 2001, subject to meeting the requirements of the Municipal Alcohol Policy including those listed on the Outdoor Special Occasion Permit Application; THAT the Vienna Minor Baseball Association place the appropriate number of portable outdoor washroom units in place for that week-end; THAT the clean up of the park area and any costs thereof, be the responsibility of the Association; AND THAT all other terms and conditions of the rental agreement remain in effect." That one board member, Secretary/Administrator and Staff Sergeant only attend the suggested conference in 2001 and the remaining members in subsequent years. 2.
