Box 160,9344 Plank Road STRAFFORDV1LLE, ONTARIO Thursday,March 22,2001 7:00 p.m. The regular meeting of Council of the Municipality of Bayham was held at 7:00 p.m. on Thursday, March 22, 2001 in Council Chambers. Present were Mayor Max Stewart, Deputy Mayor Lynn Acre, Councillors Mathew Schafer and CliffEvanitski, Administrator Kyle Kruger, Clerk Lynda Millard and Planning Co-ordinator Michael Graves. Absent was Councillor David Mason. 1. CALL TO ORDER Mayor Stewart called the meeting to order at 7:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF Councillor Schafer disclosed pecuniary interest in regard to item 6.1 (c) and left Council Chambers during discussion of same. 3. APPROVAL OF MINUTES Minutes of the Regular Meeting held March 1, 2001 Minutes of the Special Meeting held March 12, 2001 2001-130 Moved by C. Evanitski Seconded by L. Acre "THAT the minutes of the regular meeting of the Municipality of Bayham held March 1, 2001 be approved." Disposition: Motion Carried Unanimously 2001-131 Moved by L. Acre Seconded by C. Disposition: Motion Carried Unanimously Item 9.1 (f) was added at the request of Councillor Schafer 4. DELEGATIONS 7:05 p.m.—Cindy Rattai,representing the Straffordville Minor Baseball Association, was present. Cindy questioned how the Teen Town rental fee of$100 had been established, noting that the group assisted with setup and did 90% of the cleanup. She noted that often the Teen Town dances have between 15 —25 teens who are not allowed in due to numbers restrictions and questioned whether any flexibility could be allowed. DELEGATIONS (continued) Cindy Rattai was advised that Staff would check with the Fire Chief and the group would be notified of the capacity limits prior to the next dance on April 13th. Cindy noted that the Ball Park lighting panel does not appear to be waterproof and Staff were directed to look into this situation and see that any necessary work is carried out. Additionally she requested that both gates be made accessible by one key. Concerns were raised regarding damage to the ball diamond by those renting the hall. Item 8.1(b) 8:00 p.m.—Mary Wells and Jackie Fallstrom,were present to advise Council of a Vienna Trading Post (V.T.P.) proposed business plan for property located in Vienna. The proposal would incorporate local Vienna and Bayham history and provide a sales outlet for homemade crafts etc. Item 6.1(d) 9:00 a.m.—Cindy Franklins Chairman, and Cheryl Peters and Tony Csinos, members Edison Museum of Vienna Board, were present regarding a confidential matter. No. 45), be approved, subject to a rezoning of the property to Estate Residential(ER)and Hazard Lands to deal with a tributary creek at the rear of the property,and payment of$500 cash in lieu of parkland dedication to the Municipality of Bayham." Evanitski "THAT the Council of the Municipality of Bayham recommend to Elgin County Land Division Committee that the severance application E 16/01 submitted by Gregory Houlton for property described as Part Lot 6, Concession 9, being a 0.5 hectare(1.24 acre) parcel on the east side of Culloden Road, South of Best Line, be approved, subject to approval from the Chief Building Official regarding the feasibility of new private wells and septic systems for each of the proposed lots, and payment of$1,000 cash in lieu of parkland dedication to the Municipality of Bayham." Also,that staff pursue the possibility of a joint tender with neighbouring municipalities to encourage a better contract price."
