5:00 p.m.
A Special meeting of Council of the Municipality of Bayham,was held at 5:00 p.m. on Tuesday,
March 20, 2001 in the Committee Room. Present were Mayor Max Stewart, Deputy Mayor
Lynn Acre, Councillors Cliff Evanitski and Mathew Schafer(arrived about 5:30 p.m.),
Administrator Kyle Kruger and Clerk Lynda Millard. Also present were Fire Chief Sam Taylor,
Public Works Superintendent Bob Bartlett,Water/WasteWater Superintendent Ed Roloson,
Chief Building Official Dwayne Daniel, and Treasurer Richard Faber. Councillor David Mason
was absent.
1. CALL TO ORDER
Mayor Max Stewart called the meeting to order at 5:00 p.m.
2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL
NATURE THEREOF
None
3. 2001 DRAFT BUDGET
The Administrator introduced the Preliminary Budget for 2001 and highlighted new areas
of impact that will affect this year's budget. These included the Health Services"Walk-
in Facility", Enhanced Policing(full year), By-law Enforcement Staffing, Water and
Sewer Transfers to Reserves and Reduced transfer from prior surplus. He added that a
5% increase would have a $27.35 Tax Impact on a residence assessed at $100,000 (every
1% equals $5.47).
Department Heads presented the individual breakdown for Protective Services, Water,
Wastewater,Fire Department,Roads and Winter Control for both the Operating Budget
and the Capital Budget. The Capital Budget was prepared based on a 5 —year projected
Capital Plan.
The Administrator presented the remainder of the Budget, other than the Community
Centres and Edison Museum, which were presented by the Clerk.
The Administrator noted that the Frontage and Connection charges associated with the
new sewer hook-ups for municipal owned properties added considerable cost to the
Capital Budget.
Council provided input and comments, as it pertained to each department, during the
ongoing discussion.
To finalize the presentation,the Administrator noted that neither the OSTAR(water) nor
SCTP (harbour) funding applications had been incorporated into the preliminary
document.

"THAT confirming By-law 2001-30 be read a first, second and third time and
finally passed."
