Box 160, 9344 Plank Road STRAFFORDVILLE, ONTARIO Thursday,February 1, 2001 9:00 a.m. The regular meeting of Council of the Municipality of Bayham was held at 9:00 a.m. on Thursday,February 1,2001 in Council Chambers. Present were Mayor Max Stewart, Deputy Mayor Lynn Acre, Councillors David Mason,Mathew Schafer and Cliff vanitski, Administrator Kyle Kruger, Clerk Lynda Millard, Planning Co-ordinator Michael Graves and Public Works Superintendent Bob Bartlett. 1. CALL TO ORDER Mayor Stewart called the meeting to order at 9:00 a.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF Councillor Schafer disclosed pecuniary interest in regard to item 9.2 (a). 3. "That Staff Report F2000-27 regarding financing options for the sewer project be received; 2. That financing of the municipal portion of the EdenlStraffordvillelVienna sewer project be established pursuant to Section 221 of the Municipal Act; 3. That the service area for the sanitary sewer project be established to coincide with the urban areas of Vienna, Straffordville, and Eden as defined in the Municipal Official Plan; 4. That existing development only be levied the municipal portion of the project, and that all future development be identified for a deferred benefit pursuant to Section 221 of the Municipal Act, and further that all future development contribute to the works on the same basis as those immediately serviced, at a rate indexed annually; 5. That farm properties within the immediate service area that do not have residential use not be provided with a private drain connection; 6. That vacant lots within the immediate service area be levied on the same basis as existing development and,for the purposes of levying the municipal portion of the project, be considered existing development; 7. That option 2a, combining frontage and per lot levies, be established for distribution of the project costs, with maximum and minimum frontages established at 150 feet and 60 feet respectively; 8. And That Staff be directed to calculate and allocate costs based on the funding percentages as approved for the Vienna, and the Straffordville I Eden projects by the Ministry of the Environment, in accordance with the PWPF Agreement, rather than through the sharing of costs equally across the project." CORRESPONDENCE& REPORTS (a) Staff Report F2001-05 regarding the Sports, Culture and Tourism Partnership Program (SCTP). File: F11 2001-75 Moved by L. Acre Seconded by M. Schafer "WHEREAS the Council of the Corporation of the Municipality of Bayham (the "Municipality") has received and considered the Government of Ontario Superbuild Corporation Sports, Culture and Tourism Partnerships ("SCTP") initiative Round 1 Application Guidebook(the "Guidebook"); AND WHEREAS Council has assessed the capital priorities of the municipality against the SCTP initiative Round 1 application requirements, as set out in the Guidebook and intends to submit a letter of intent for qualifying the"Harbour Marina Facility in the Port Burwell Harbour Area" project (the"Project")for funding under Round 1 of the SCTP initiative; AND WHEREAS Council confirms that the Municipality is compliant or in the process of gaining compliance with the new Ministry of Environment Drinking Water Protection Regulation, Ontario Regulation 459/00 made August 9,2000 ("DWPR") AND WHEREAS Council considers the Project to be its highest sport, recreational, cultural or tourism infrastructure priority for the Municipality; AND WHEREAS Council confirms that the Municipality does not have any outstanding public health and safety issues or projects affecting its existing sport, recreational, cultural and tourism facilities; AND WHEREAS Council has made this resolution on the understanding that the recitals set out herein will be relied upon by the Ontario Superbuild Corporation in considering the Project application for funding under Round 1 of the SCTP initiative; NOW THEREFORE Council of the Corporation of the Municipality of Bayham hereby resolves that Staff is directed to submit a letter of intent to the Ontario SuperBuild Corporation respecting the qualification of the Project for funding under Round 1 of the SCTP initiative."
