Box 160, 9344 Plank Road STRAFFORDVILLE, ONTARIO Thursday,August 15, 2002 7:00 p.m. The regular meeting of Council of the Municipality of Bayham was held at 7:00 p.m. on Thursday, August 15, 2002 in Council Chambers. Present were Councillors David Mason, Matt Schafer and Cliff Evanitski, and Administrator Kyle Kruger, Deputy Clerk Michael Graves. Absent was Mayor Max Stewart and Deputy Mayor Lynn Acre. 1. CALL TO ORDER Acting-Clerk Michael Graves called the meeting to order at 7:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF M. Schafer declared an interest in item 6. 2. (a) 2002-350 Moved by M. Schafer Seconded by D. Mason "That C. Evanitski be appointed chair of the Council Meeting of the August 15, 2002 will have all the powers and duties of the Mayor for the duration of the meeting." PLANNING, DEVELOPMENT, RECREATION & TOURISM I. CORRESPONDENCE AND REPORTS (a) Staff Report D2002-35 regarding Severance Application E62/02 John and Suzanne Augustine 2002-355 Moved by D. Mason Seconded by C. Evanitski "THAT the Council of the Municipality of Bayham recommend to Elgin County Land Division Committee that the severance application E62/02 by John and Suzanne Augustine be approved subject to rezoning to site specific Rural Residential(RR-nn) allowing only one parcel and subject to the parcel being merged on title with Part of Lot 22, Concession 9 owned by Dave and Ruth Yallop." PROPERTY, BUILDING & PROTECTIVE SERVICES I. CORRESPONDENCE AND REPORTS (a) Staff Report P2002-013 regarding Fire Apparatus Purchase. 2002-357 Moved by C. Evanitski Seconded by D. Mason "THAT Staff Report P2002-013 regarding the Fire Apparatus purchase be received; AND THAT Council accept the proposal from Superior Emergency Vehicles for the supply of a pumper/tanker as per their specification at the price of$212,019.00 plus GST; AND THAT the terms of payment be as described in the proposal,which is paid in full upon delivery to the Bayham Fire Department; AND THAT Staff be directed to place the order for said vehicle." Disposition: Motion Carried Unanimously (b) Staff Report E2002-008 regarding Water Meter Change Outs. 2002-358 Moved by M. Schafer Seconded by D. Mason "THAT Staff Report E2002-008 regarding water meter change outs be received; AND THAT By-Law No.2002-063, being a by-law to authorize the execution of a contract agreement with Don Horton for the provision of contracted water meter installation services for properties in the Municipality of Bayham be presented to Council for enactment." CORRESPONDENCE&REPORTS (a) Cheque Register being Cheque#4669 to Cheque#4720 inclusive, except Cheque 4687 and totaling $211,960.43, cash requirements for the period ending August 25, 2002 and Payroll Disbursements for the period ending August 7, 2002 totaling $38,042.93. 2002-360 Moved by D. Evanitski "THAT the Cheque Register being Cheque# 4669 to Cheque# 4720 inclusive, except Cheque 4687 and totaling $211,960.43, cash requirements for the period ending August 25, 2002 and Payroll Disbursements for the period ending August 7, 2002 totaling$38,042.93 be approved." Disposition: Motion Carried Unanimously 10. ENVIRONMENT (a) Verbal item regarding roadside garbage bins. Discussion regarding Municipality placing a large garbage bin near the end of Addison Street (near or on Baseball Park property). To be placed there temporarily. Currently there are seven properties with garbage bins. 11. COMMITTEE OF THE WHOLE 2002-361 Moved by M. Schafer Seconded by C. Evanitski "THAT the Council do now rise to enter into an "In Camera" Session of Committee of the Whole to discuss confidential legal matters." By-law 2002—62 A By-law to confirm all actions of Council 2002-363 Moved by M. Schafer Seconded by C.
