Box 160, 9344 Plank Road STRAFFORDVILLE, ONTARIO Thursday,August 1,2002 7:00 p.m. The regular meeting of Council of the Municipality of Bayham was held at 7:00 p.m. on Thursday, July 18, 2002 in Council Chambers. Present were Mayor Max Stewart, Deputy Mayor Lynn Acre, Councillors David Mason, Matt Schafer and Cliff Evanitski,Deputy Clerk Michael Graves, Treasurer Suzanna Mantel and Wastewater Superintendent Ed Roloson. Absent was Administrator Kyle Kruger. 1. CALL TO ORDER Mayor Stewart called the meeting to order at 7:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF None 3. "That By-Law 2002-60 being a by-law to amend By-Law 2002-42,establishing a levy for the year 2002,to adopt tax rates,provide for penalty and interest in default of payment and the collection thereof be presented to Council for enactment." Disposition: Motion Carried Unanimously (c) Staff Report F2002-18 regarding Council Remuneration File: F16 2002-340 Moved by M. Schafer Seconded by D. Mason "THAT, in accordance with s.255 of the Municipal Act, RSO 1990, one-third of the remuneration paid to an elected member of council continue to be for expenses incident to the discharge of his/her duties as a member of council in 2003 and beyond." Disposition: Motion Carried Unanimously (d) Staff Report F2002-16 regarding policy for Sewer Surcharge Reductions File: F10 2002-341 Moved by M. Schafer Seconded by L.Acre 1. "That the policy for Sewer Surcharge Reductions as outlined in Report F2002-16 be adopted. 2. "That Council approve the sewer surcharge reduction of$826.10 and write off penalty charges in the amount of$41.14 as detailed in staff report F2002-11. Schafer "THAT By-Law 2002-56 being a by-law to provide for the maintenance of drains within the municipality and to raise the sum of$26,764.27 to cover the costs be presented to Council for enactment." Disposition: Motion Carried Unanimously 10. ENVIRONMENT (a) Quarterly Report for the Port Burwell Secondary Water System. (b) Quarterly Report for the Bayham Secondary Water System. (c) Waste Water Treatment Plant Performance. 11. COMMITTEE OF THE WHOLE 2002-343 Moved by L. Acre Seconded by C. Evanitski "THAT the Council do now rise to enter into an "In Camera" Session of Committee of the Whole to discuss confidential legal matters." By-law 2002-57 A By-law to Authorize the Execution of a Lease Agreement with Ridout Centre Services Limited. By-law 2002-58 A By-law to Authorize the Execution of a Lease Agreement with Jody L. Hesch, RMT. By-law 2002-59 A By-law to Establish a Procedure Governing the Sale of Municipal Owned Land.
