Box 160, 9344 Plank Road STRAFFORDVILLE, ONTARIO Thursday, February 7,2002 7:00 p.m. (Public Meeting - 7:15 p.m.) The regular meeting of Council of the Municipality of Bayham was held at 7:00 p.m. on Thursday, February 7, 2002 in Council Chambers. Present were Mayor Max Stewart,Deputy Mayor Lynn Acre, Councillors David Mason,Matt Schafer and Councillor Cliff Evanitski Administrator Kyle Kruger, Clerk Lynda Millard, Coordinator of Planning Michael Graves, Water/Wastewater Superintendent Ed Robson and Fire Chief Sam Taylor. I. CALL TO ORDER Mayor Stewart called the meeting to order at 7:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF None 3. APPROVAL OF MINUTES Minutes of the Regular Meeting held January 17, 2002 2002-27 Moved by C. Evanitski Seconded by D. Mason "THAT the minutes of the regular meeting of the Municipality of Bayham held January 17,2002 be approved." Disposition: Motion Carried Unanimously 4. DELEGATIONS (a) 7:00 p.m. —Henry Valks, Superintendent,Port Burwell Provincial Park was in attendance to provide a park update. Mr. Valks advised that 2002 had been a very good attendance year. Promotion during the off-season has been targeted as an area to increase park use. A birding kiosk is to be installed assisting in promotion of the"Autumn Odyssey" and eco-tourism which are gaining popularity. There are species of birds in this area that are not found elsewhere. Mr. Valks said that construction of a new building will incorporate additional washrooms and an office/sales area. It is intended to have drive through lanes to reduce waiting time for those who have already registered at the park. He noted that this will create an increase in staffing requirements. Mr. Valks stated that the gate entrance will not be closed this year and that a survey regarding the use of the free beach is to be conducted. (b) 7:45 p.m.—Ed Roloson,Water/Wastewater Superintendent, presented the Water/ Wastewater Summary Reports for 2001. Items 10.1(a) COUNCIL MINUTES - 13 - February 7, 2002 4. DELEGATIONS (continued) (c) 8:00 p.m. - Staff Sergeant Ryan Cox, Elgin County Warden John Wilson,Ian Fleck, Police Services Board Provincial representative and Constable Dennis Harwood, Community Services Officer,were in attendance to present the 2001 Annual Report and the proposed Request for Efficiencies for 2002. Item 8.1(b) (d) 9:00 p.m. —Sam Taylor,Fire Chief was in attendance to present a request for support on behalf of the Port Burwell Firefighters' Association. Schafer "THAT Council approve the modifications to the Official Plan proposed by Ministry of Municipal Affairs with the exception of: • the minimum agricultural lot size increased to 40 hectares(100 acres); • the requirement that all new farm-related industrial and commercial uses require an Official Plan Amendment; • the requirement that surplus farm dwellings not allow accessory buildings to be included in the severance; AND FURTHER THAT the property of Glen and Brenda Babcock be included in the Official Plan and identified as allowing one additional residential lot; AND FURTHER THAT the property owned by Denco Power on the east side of Elliott Road and north of Talbot Line be identified on the Schedule A of the Official Plan."
